Cannot Edit A Registered

The problem actually started for me when I upgraded from CBSubs RC2 to 2.0.1. Administrators could no longer add new users. "You cannot save a `Registered`. Only higher-level users have this power."

Have you found any solution, as I have same issue

No, unfortunately. As an interim measure, I've had to make my admins into super-admins; clearly this is not ideal.

Yeah, I've noticed this 'solution', also noticed, that it's possible for non super-users to create user firstly through joomla user manager, and then finish edit them via CB, but it's not solution either. Do not have such issue on j1.5.26, but have on 2.5.4

is it still an issue in 1.8.1 (or 1.9Beta) where the moderator group cannot be a child group?
