[SOLVED] Is 'Starter' 500 users per site?

I currently have a 'Starter' CBSubs License for 1 Site.
I was about to upgrade my CBSubs license to add a second site; when I noticed:

Licensed users: Starter: up to 500 users.
Number of sites: 2 Sites
= EUR 95

However when one purchases a new license it is:

Licensed users: Starter: up to 500 users.
Number of sites: 1 Site
= EUR 95

So does this imply that I can have up to 500 users per site?

I found my answer in the 'Pricing and Licensing' Article:
Maximum users1 per site
1.Number of users is calculated by the number of rows in the CMS user table

That's correct.

Also the license is applicable for one production site and its test/development environments - you cannot use it on 2 live production sites.
