No, they are not the same things and that is not their only difference.
CBSubs is a membership subscription management solution. Subscriptions do not have to cost something (so payment gateways might not be needed in this case).

I cannot really answer this question - only you know what you need.
I can give you the following ifs as a very general guideline:
+ if you want to manage subscription based membership
+ if you want to control access to your website content and allow certain users only (subscribers) to view
+ if you want to give more fields/tabs to specific users (subscribers)
+ if you want to charge for services
then CBSubs is a good choice.
There are many other things that CBSubs can do also.
