Hello,
I've got a beginner license for 1 web site (more than 5000 users), now I need CB Subs on another web site, with less than 500 users: can I pay the upgrade only for starter, or should I pay for beginner even if I don't need 5000 users on the second web site?

Two separate sites means two separate licenses.

You can purchase a new one for second site (5000 users) and keep the 500 user license for your existing site as is.
