max users definition was created by nagesh28

I want to know if test users, mods and free users are included while calculating max users.
I am thinking with a beginners pack, i get 500 user limit and I can have only my paid members in that and exclude free, test and mod user accounts...please let me know if I have understood right

Every row in the joomla users table is considered.
