Terrible pricing plans

For a community newspapers that been using joomla, since 1.5.0, we might have acquired 10,000 registered users, but only have 300 subscribers. If we prune our user list to keep our licensing costs down, then we'll have less people to try to market our paper to. We send out newsletters to non-subscribers to try to get them to join. Those people would essentially be eliminated from the database to keep our licensing costs down.

Terrible. I thought it would have been based on actual subscribers.

I see no real question here.

The pricing mechanism has been decided long time ago based on an open community discussion.

Of course it's a business decision that you need to make.
