Analysis of business specification

I have number of questions that quite difficult to list.

Can I write business specification (2-3 pages) and send it to your support/presales team. I need initial analysis if what I want can be implemented using existing software (Joomla, CB+ CBsubs) and if not, how much man/days the development will take. In case of additional development - can your team do a development or at least code review.
