Well the profiling part can certainly be done.
With CB your users can populate their profiles.
You can also configure (with the help of Professional add-ons - e.g., CB Conditionals, or with CBSubs) that specific users sets (e.g., consulting firm users vs consultant users) have diifferent profile tabs / fields on their profile pages.
Guessing that business and name registrations you are asking can just be new CB fields you create.
There is nothing built-in for business users to submit assignments - perhaps GroupJive can be used for this where each business can create a separate group for each assignment and consultants can then join that group of interest - but currently this means that everyone can see other consultants in that group.
So I am guessing that you might want to search or build something specific for this aspect of your use case.
