Hello,

I am looking for a solution to the following problem. Within an association, a
board member is responsible for managing the usergroups of users. Is there a
possibility within Community Builder that a board member can change the
usergroup of a member of the association?

You can't assign specific users to manage other specific users. The only permission that allows for that is CB Moderators and they're not restricted to specific users allowing them to freely modify any user or their content.

Is it possible to change as a CB moderator the usergroups of members? I take a look at the demo site, but I could not find it.

Yes, but it requires CB Auto Actions to change a users usergroup based off a field value as shown in the below tutorial.
