Yes, you can require a subscription to register.Is it possible to use CB Subs, not as a paywall to particular website content, but simply to require users to pay for a yearly subscription before being allowed to create their profile page on the website?
Yes, but for a more advanced searching of users I suggest using a userlist. Examples of userlists can be found on our demo site below.Also, would their profiles be indexed by search engines and be viewable and searchable (using the CB Search Bot) by all unregistered site visitors?

Depends on your configuration. For example if you've admin approval enabled then registrations need to be approved otherwise there's no intervention needed form you. If you use the Offline payment gateway to accept physical checks and cash then you need to pay the basket once that payment comes in. If you're using Stripe or PayPal to collect card payments then it's of course all automated and requires no intervention.Is the click to register, pay subscription via third-party payment gateway, get returned to website to complete registration process seamless (i.e., does not require webmaster intervention)?
No, userlists can be entirely public. The links above to our demo site are public.Aren't user lists only available to registered users? I am trying to create a website where non-registered users can easily search using fields like zip code, city, and/or state to find paying registered users in their area.
