Does 'CB Conditional' work on userlists and the field search features of CB?

Fields displayed on your userlist will respect conditions, yes. As for on userlist searching yes they can work there to if you want them to. You can actually select exactly where conditions are applied per-condition. So for example you could have some conditions apply to profile view only, some to searching only, and some to profile edit only.

Below is a screenshot of what a simple condition would look like. Notice the "On" parameter where you can select where the condition applies.

Does CB Condition ignore "Required" fields?

For example,

Tab #1: Single Profile - 1 Required Birthdate
Tab #2: Couple Profile - 2 Required Birthdates
Tab #3: Group Profile - 1 Required Birthdate

If I use CB Conditional and select a Single Profile, will the Required fields in Tab #2 and Tab #3 be ignored?

Required fields that have been conditioned away will be ignored, yes.
