I would like to automatically require users of a specific user group to upload a new certificate once a year. If the certificate is not uploaded by a certain date, their user group would need to be changed. Is this possible, maybe with CB Actions?

Yes, that's possible to do with CB Auto Actions. There's probably actually 3-4 different ways you could go about doing this with CB Auto Actions. One would be a simple check on login to see if they uploaded the certificate and then do whatever you're needing to do at that point. Another could be to schedule this using CRON or Joomla's built in task schedule (CB Auto Actions can be ran from the task scheduler). Since this needs to happen yearly you'll also need to keep track of the date they uploaded and that again can be handled easily with CB Auto Actions.
