is it possible if a moderator wants to receive a notification when a new connection has been made by other registered users?

As far as I am aware CB nor UddeIM have such a feature. You can send an email to moderators however using incubator project CB Emails on the trigger "After Add Connection".

CB does not have such a feature at all. Users are responsible for accepting or denying connections.
