We have a problem where some registration emails get sent to the user (and admin notification) just fine, and others where neither is sent. The user won't get the mail and the admin will not get the notification of a new registration.
Sounds like your mail server is trafficing the emails. Please check with your host and ensure there is no mailing limit or interval of emails limit (only X amount of emails per hour, etc..). There's no reason for CB to send some and not others unless something failed, which you should be able to review within your server error log. The email could also fail if the users email address was invalid, but that shouldn't stop admin notifications.
