A PHP function is failing or disable or there are bad permissions on the tmp, media, and image folders. Please review your file structure and ensure proper permissions on the advised folders (try: 755, 775, or 777). Please also ensure within Joomla global configuration the tmp directory is properly provided, if pointing to the wrong location it will also fail in moving uploads.
