importing csv file to new 1.7 joomla site

importing csv file to new 1.7 joomla site was created by egab
I am trying to import a csv file to import my users from a current 1.5 site to a new 1.7 site.

When I upload the file I get this error

Invalid user type Username email Super Administrator ( I replace the actual Username and email)
canoleskcannot be found


Followed by a list of all of the usernames saying they cannot be found.

If I download the csv of the new 1.7 site that has two test users in it, it does give me Super Administrator in the usertype field. I'm not sure if that is significant or not.
