I have the following situation: we have a community, where people form groups and participate in classes. We have some preferences and opinion about their performance in the classes an we want to have some kind of rating among them (to rate each person separately). This rating should be administered by our site management team but can be seen by other members of community in their profile and some module on the homepage showing for example TOP10 users. Is it possible to make this idea real: to rate people according to our own opinion (not when people rate each other, but only restricted function for admin)?
Yes, add a tab to a users profile only accessible to administrators then add your rating field to it. Then display that field on the users profile using a delimiter field. Believe this should give what you're wanting. This may or may not work as the frontend is ajaxed.
