Unfortunately no not currently. CB 2.0 will make better use of J1.7 ACL and allow for such things but currently it only allows Administrator/Super Administrators to manage backends. You can try creating CBSubs plans that use By URL Part to protect backend URLs and give your managers those plans plus administrator privileges, but I can't guarantee that would work.
