How can I make "CB LastViews Tab" show only to admins and owner, and not to other registered users ?

You can use the CB Fields and Tabs protection Plugin, rules and setting are in the manual
That's if he wants to use CBSubs plans to protect it. Without CBSubs the only solution is to directly edit the plugin as there's no detailed profile view permissions like that available.
