The XML attribute is to override the global timezone. The date functions will automatically use the global timezone set in Joomla or user timezone field value. So it's still supposed to offset. If you don't want it to then the global timezone should be set to UTC or your users timezone set to UTC.

With CB 2.0 I've completely rewritten the date functions making them accurate to the second when being offset so a lot of these incorrect datetimes should go away and become purely a configuration issue of using timezone. Also the non-offset removing time is also fixed (so you can have datetime with no offset, etc..).

Please be careful when modifying date functionality. The changes you made were to fix a symptom and not the issue it self. The usage is wide spread throughout CB and CBSubs so changes to it must be done very very carefully. See CB 2.0 for improvements to the usage already. Beta 3 will bring further improvements to it as well.
