Can anyone tell me what this is
I think may be due to a subscription plan, but the plan is set as lifetime

This is displayed when you require a subscription to login (no free registration and no free lifetime plan available) and the user has expired. Normally it will present the user a list of plans for them to subscribe to or renew. However, it appears your plans are configured to not be available publicly.

You mention the plan is lifetime and am assuming is free lifetime, which if is the case you likely did not have CBSubs configured in CBSubs > Settings > Global to create subscriptions for free lifetime plans. If is the case please make changes were necessary then re-subscribe the user to that free lifetime plan.
