Fix Amount Tax was created by dragonflyit

Fixed amount taxes are calculated as $0 no matter the defined amount even though the `tax_kind` appears to be set properly to 'fixed' and the `tax_amount` column set to 10.000 in the `jos_cbsubs_tax_rates` table.

The tax appears to be getting applied to the proper individuals on checkout, but the amounts are not correct when using a fixed amount tax.
