In CBSubs for a plan, I make the following settings for a "free subscription (Plan 1)", as in the images.
I put in parameters usually user "access saved."
However, the member "a free subscription plan" can connect to blocked pages.

Based off the images you set Plan 1 to ALLOW a user to access those extensions and menu links. If you don't want Plan 1 to access them then you need to protect them with Plan 2 and thus if they're not subscribed to Plan 2 they won't have access. Subscribing grants permissions; it doesn't take them away.

If I open a secure link, there is this error message at the top of the image plane subscription.
