It just weird that as a paid user with a valid and active subscription that I wouldnt see the cancel button...and where I do see the unsubscribe button doesn't redirect me to paypal.
You're taking this cancel button thing far too literally. There is no "Cancel" button. It's literally an "Unsubscribe" button (which you could change the language string to "Cancel" if you wanted). When you click that you are taken to a second page with 2 buttons ("Yes: Unsubscribe" and "No: Stay subscribed"). If your subscription is a recurring subscription through PayPal then clicking "Yes: Unsubscribe" will take you to PayPal. If your subscription was paid using a single payment or was given from backend then clicking "Yes: Unsubscribe" will instantly cancel the subscription and you won't be sent to PayPal.
Im beginning to wonder if this particular user has already canceled in paypal and the system just glitched and did not deactivate them properly.
If they cancel the subscription in their PayPal account without cancelling it on-site then yes it will cancel the recurring, but they'll have to cancel again on-site to fully cancel the subscription (they won't be re-billed though, it will simply expire when subscription runs out). The reason for this is they paid for the service and if they don't want to re-billed, but continue to keep the remainder of their time they can. As I understand this is how its intended to behave.
