Same way as in J1.5. You need to install a Joomla language extension for the language of your choice then install a CB plugin for the same language. Then set your Joomla default language to that new language and it'll use that language. Then when a user edits their profile they should have a field to switch between the 2 languages. You can also try using Joomlas new language filter plugin, but it's not really supported in CB yet.
