It's CBSubs Fields Tabs Protection and it allows protecting of fields/tabs based off their subscription. It's a part of the CBSubs package and requires a CBSubs license.
If you want to simply hide a field from users profile edit you can do this with CB Privacy. If you want further conditional control of tab/field display you can use incubator project CB Conditionals.

Yes, CB Privacy works on CB 1.7.1 and all Joomla versions that CB works on (so yes J1.7 as well).
