I want to install CB Profile Update Log in my CB 1.3 but it says that I can't install it on my version of CB 1.3

You cannot.
The plugin needs CB 1.7 or better as it needs extra API support not available in previous CB versions.

You need to upgrade to latest CB 1.7.1 (and CB 1.8 when it is released soon).
