Hello,

is there a special reason, why a "normal" user of a group cannot change the notification flags for group_xxxxxupdate and group_xxxxxdelete, even the flags are checked on BE ????

In backend you're setting defaults. Defaults don't apply to everyone. Many notifications have access permissions so people don't receive what they shouldn't. Update and Delete notifications are for moderators in most cases as they're pretty easy to spam (there's no captcha check capability for either of those actions) nor are they necessary for social communications.
