Your trigger is for backend new user create. It won't do anything on frontend. Set access to Everybody then use the following triggers.

onAfterUserRegistration,onAfterNewUser

This will ensure it applies to frontend and backend new user registration. The problem with this however is often the user object store will override the query so it's best to use a Field action and set the field as follows.

Field: First Name
Operator: Set
Value: ucfirst([firstname])

Please ensure your auto action is enabled. Then ensure CB Auto Actions is even published within CB > Plugin Management. This will only work with CB so ensure you're testing CBs registration and not Joomlas.
