Is there any tool that allows a profile viewer to download a vcf / vCard of the profile they're viewing?

I am not aware of anything - perhaps something on the JED?

This is a Joomla core feature in native contact component. Maybe you can get this anyway to work with your CB Profile…

Thanks MacJoomla, I've looked at that but it won't work for me. I'm automating a vCard service that is fairly manual at the moment, but it needs CB or SOBI type database of users:
