Joomla broke it and refused numerous patches and proposals to fix it. To fix it within a CB 1.x release requires massive changes that are not backwards compatible to handle the new menu structure (from task to view). We've already fixed this for CB 2.0 however. We're still reviewing how we can fix this in a 1.x release without breaking everything else though, but I can't make any guarantee.

No idea, we've barely even begun on it. Maybe a working beta by end of the year.
There are workarounds for this issue though. The most common and probably best is to create a userlist menu link (internally) then navigate to _menus database table and manually edit the userlist menu link URL and append &listid=ID to the end of it.

Yes, until CB 1.10.0 is released which has the parameters displaying fine again.
