Is there any way to limit the number of groups a user may create?
I want to have 3 user levels:
Level 1 may create up to 4 groups
Level 2 may create up to 20 groups
Level 3 may create unlimited groups
Yes, but not the way you're wanting. It's a global parameter configured in GJ > Config > Groups > General > Limit. This affects everyone except CB Moderators.

No, the limit parameter is not user by user; it's global.
