Yup, navigate to CB > User Management then click "Advanced Search" then search the field "Last Online:" with "Is Not" and select the oldest Year for the first set of dropdowns (leave month/day as is; it'd auto populate) then select the furthest Year for the second set of dropdowns. This should result in something like the following.
Last Online: Is Not
Between January 1 1902 and January 1 2038
This would give a list of users how never logged in then select them and click Mass Mailer.
