Sequence of emails during registration

I'm not sure , but think may be a minor sequence of email glitch.

In our site, the registering member must verify their email before the registration will proceed, but by this stage they already have submitted their avatar.

As a moderator, as soon as the registering member has completed the first part of the registration and before they have verified their email, you have already received an email to moderate their avatar image.

Once the registering member has verified their email, the moderator receives the email to go to the site to accept/reject the application.

Is it possible to sequence the emails in the case that if the registering member has to verify their email the image moderation email goes out after the accept/reject email to the moderator(s) ?

I only ask because a moderator goes to look at the site after receiving the image moderation email, but since the registering member has not verified, there is no evidence of them on the site until they have verified. This is confusing to the moderator.

You can't change the email order. The avatar email sends directly after upload and not after confirmation or anything of the sort.
