The names were displaying but now they are not. Names and usernames are set to public access but no longer show up in the user list.

Field access is based off tab access. Ensure the "Contact Info" tab is public and published. If you don't want the tab shown on profile then move it to a not shown on profile position.
On a side note, why are you displaying all 3 name fields? Formatname should be what you're using.

Side note: the reason I has 3 names was to see if SOMETHING would show up.

Edit your userlist and exclude Super Users from the list of usergroups to include in display.
