I want to make sure that when using CBSubs if someone signs up for a particular plan they cannot sign up for another plan offered on the site using their existing login credentials. Is that functionality built in? and what type of message will they receive if they attempt to sign up for more than one plan?

Set all your plans as "Exclusive" then disable upgrades to your plans. This means they'll need to select a plan at registration or if they have no current plan and can't change to any other plan.
