CB Workflows can't control who sees & doesn't see

CB Workflows is seen by everybody not just chosen user type. When either user type (e.g. U1 or U2) logs in, they both see the CB Worflow menu. I want it to only show for U2. Please tell me how. Below is the way my site is set up now.

CB Workflows module:
Show Title Show
Position left
Status published
Access U2


User Manager: Edit Viewing Access Level, user type settings:

—Registered
|—|—Author
|—|—|—Editor
|—|—|—|—Publisher
|—|—|—U2

|—Registered
|—|—Author
|—|—|—Editor
|—|—|—|—Publisher
|—|—|—Service Provider
|—|—U1

I've also tried unchecking the Registered box to no avail, though I do want both groups to be registered.

Create a new view access level and select only U2. Once done edit your module and select that new view access level. Aside from that no idea what to tell you as CB has no control over this; Joomla renders modules and handles their access.
