How do I get the registration page to display one plan or the other depending on which radio button the client chooses in the beginning of the registration page? May I use the Dynamic Conditions (with Javascript animations)? If so, how? If not, what more precisely than the documentation, does it do, how can I use it, what's an example use case scenario? What's the difference between the Dynamic & Static Conditions?

In forum #207396:
www.joomlapolis.com/forum/256-cbsubs-support/207119-3643-are-plans-supposed-to-display-dynamically?limit=6&start=6

was that bug addressed? Will I have to worry about it?

Normally you'd use conditionals as configured on the Workflows tab, but they appear bugged. No #3643 is not fixed yet, It was just reported recently. It's scheduled to be fixed for next bug fix release (soon).

How might I accomplish my goals (step by step. or, what pieces of what do I use and put together)?

I don't think you can given the conditions aren't working.

If the conditional were working, how exactly would I set it up?

Probably the below.

Conditions: These conditions must be met on the registration form to show this plan at registration:
All of following CB fields must be filled-in/selected at registration: Your radio field

If you need it to be more specific you'd use the below.

And following CB Field: Your radio field
Condition: = (is equal to)
Value: Value you want to match against
