This text is on the profile prohibited: Your profile is prohibited. Only (e) you and the moderators can see it.
Please reply to the request of the moderator, then choose moderation / un-ban request for de-ban your profile.

But where user can choose moderation / un-ban request ?
Link should be on CB Menu on the top of their profile. If it's removed then hopefully you're using CB Content module to render it.
