From the download description:
Before attempting to install please verify the following:
Your upload_max_filesize php parameter is at least 4M
See the Checking your PHP settings tutorial
Your browser popup blocker is disabled
Just use the Joomla installer to install this package. You will see a new window popup that wull install/update CB. Once finsihed close this window and click on the continue link in the first window.
