No, disabled all 3rd party CB plugins and still presented same issue. It absolutely is some sort of permission issue as doesn't affect moderators, which are exempt from most permission checks. Was CB core files modified? If so re-install CB over top of it self to remove those edits.

Ah, profile access parameter. Yup that'll do it. Strange that it only affected Ajax and had no affect on actually viewing their profile.
