When I try to make a new user and enter an email or username, it starts trying to refresh the page and it just stays there loading and never finishes. I tried disabling all javascripts but when I do that, I can't save the form at all.

Probably a conflict of some sort. Disable non-core CB plugins 1 by 1 until resolved. Ensure debug mode and maximum error reporting is set within Joomla global configuration before testing as to expose errors.
