Sorta, there's no triggers for the report process. So I suggest using the on profile display trigger. You'll need CB Auto Actions and CB Query Field. You'll use CB Query Field to query the database and get the number of reports against the user. You'd then add that query field as a condition to a Field action in CB Auto Actions, which is set to trigger on profile display, then check how many times the user was reported and set the field Block to 1. It could also be before login trigger, etc.. whatever you like.
