Have a way to set only speacial or a specif group id, to can access the registration.
This happen becauze i have a clinic, and only secretary can register the patients, but she cannot access the backend.
No, you can't use frontend registration while logged in so it can't be anything but public. If you need to admin create users then you should do so from backend.
