So I need to add un-registered users, that convert to CB-sub related users...

The CBSubs license user count is simple.
It counts all the rows in the Joomla user table.
It doesn't care if the rows reflect active or inactive users, users that give big revenue to your business or users that give no income to your business.
That is the module that was decided long ago after open community discussions.
(just an fyi - don;t really want or intend to open such a discussion again)
