[SOLVED] Conditional Plugin (Not working Properly)

Hi,

We have enabled conditional plugin but it is not providing desired results. Please check following link.

Select Tutor and Click "Next". Scroll down in Step 2

In Location,
If you select Hong Kong > All the districts get expanded.
If you select Kowloon > All the districts get expanded.

But if you select both Hong Kong and Kowloon, districts vanish completely. Why is this happening, is it a bug ? Our tutors need to teach everywhere. Please suggest best solution!
