is their any possibility to prevent users to upload images to cb profile gallery , i want that only moderators can upload images to users galleries , then users can only see the images without uploading new images , i mean the users can display the images within the gallery without see the "Submit New Gallery Entry" link.
i set allow image upload option within cb configuration tab to "no"
and i use the privacy plugin , set it as attached ,but it did not work

No such feature exists - you would have to modify the code to do this but we cannot help you with such modifications as we do not support hacks.
You can configure things so that only moderators can actually approve uploaded items. I think this is something you want as you do not want items uploaded to be viewable by anyone other than the profile owner I assume.

Well, if you are capable with PHP coding you can alter the code in the cb.profilegallery.php file to get it to do what your client wants.
