Admin User Manager not showing all users/groups

Hi all,

I've just set up admin access for Joomla back-end (not super user) and when I view the User Manager as admin I can only see members of the admin group and not all members. Is this a bug or have I missed some privilege settings?

You should only be able to see users at or below your usergroup. So if you're Administrator then you should only see Administrator and belong. Please note you provided no versions so I've no idea if you're experiencing a past bug or not; please provide Joomla version and CB version.

CB 1.9 stable is out, please upgrade to stable release.

Don't understand. Do not move and/or delete default usergroups as it always causes problems. Administrators can see Moderators, Publishers, Editors, Authors, Registered, and Public for example.
