You only have 2 options unless you use some sort of 3rd party solution. You can use UddeIM to send private messages (quick message to send public PMs) or you can use the email form (no public access) to send the user an email, but this only works if you've "Email Handling" set to email form in CB > Configuration and is accessed from its menu link on CB Menu.

I guess there is no quick fix to get it working for not-registered users as well?
No, we don't provide core hacks. There is however a 3rd party plugin that I believe is called CB Public Mail, but I've no idea if it works still.
