hmph....

all four editor plugins (codemirror, JCE, none, tinyMCE) are enabled and Global Configs indicates JCE as default editor

site has JCE 2.2.4 installed (v2.3.1 is most recent stable release so it's not that outdated. Seems that it was working on site at one point and now is not??)

GJ has no control over the editor. It's a problem with your editor. It simply sends a call to Joomlas API to render it. You need to debug why your editor isn't working. Right click and inspect with Chrome or Firebug for Firefox and see if it's some sort of CSS issue or fatal JS error causing the editor to fail. Also try switching to TinyMCE and see if issue persists.
